David “Israel" Leader, is a visionary, an event producer, CEO of T.E.A.M.L.A.M.B, President of the L.A.M.B.S. Foundation, mentor, and community organizer who specializes in curating festivals like Juneteenth at the Beach. With his expertise and impact in Hampton Roads, he seeks to help revolutionize the creative community throughout Virginia.

A multitalented creative and visionary, Lexx serves as the Head of Marketing and Content Creation for Juneteenth at the Beach. With a passion for storytelling, design, and digital strategy, she leads all things social media and content with purpose and excellence. From compelling graphics to engaging reels and event recaps, she uses her gifts to uplift culture, community, and creativity—all while keeping God at the center.

With a passion for culture, community, and creating meaningful experiences, Doneshia( aka Egypt) serves as the Project Manager for this year’s Juneteenth Celebration. A seasoned event coordinator, wellness coach, and performing artist, Egypt brings a unique blend of creativity, organization, and heart to every project she leads. Her focus for this year’s festival is fostering unity and celebration, highlighting Black excellence, and creating a joyful, inclusive space for all.

As the website designer and one of the graphic designers for the Juneteenth at the Beach Festival, Quentin "Cue" Toomer brings a wealth of experience and passion for storytelling to the forefront. With a keen eye for visual narratives and a dedication to community engagement, Cue is committed to capturing and amplifying the vibrant spirit and rich cultural heritage of this historic celebration. Through media, Cue seeks to honor the journey of Juneteenth, celebrate progress, and inspire unity and solidarity among attendees.

Keena Renee is a dynamic force in the entertainment industry with nearly 20 years of experience in marketing, branding, tour management, PR, and event production. A Columbia College Chicago alum, she’s worked with major names like Lupe Fiasco, Pusha T, and Kevin Ross, and led efforts that champion creative entrepreneurs—including founding Creatives for Virginia. Keena’s diverse skillset ensures our message is clear, our talent is top-tier, and our culture is celebrated with excellence!

WC “Unk” is the founder and CEO of the BIGmind Group an entertainment and marketing company since 1996. He is also Senior Account Executive at the Chesapeake Portsmouth Broadcasting Company, radio host and Director of Community Engagement. Singer songwriter, musician, comedian and actor has appeared in several films. He also serves on multiple non profit boards and is a partner with Operation Blessing and the the Southeastern Food Bank. Retired from the United States Air Force and has an Honorary Doctorate in Philosophy

Boss Sparks, is a serial entrepreneur with a heart for communityI A Business Consultant of over 30 years, Boss Sparks Inc, has assisted over 200 small businesses and nonprofits in building and scaling to greatness. She also has 2 very successful businesses, Bossy Infusions Dessert Café and Bossy Twinz Coffee & Tea Company.

She has received 15 awards one of which is the Prestigious Presidential Lifetime Achievement Award for over 5,000 hours of volunteer service.

Ryan is a lyricist and seasoned graphic designer and illustrator with 20 years of experience in the creative industry. Specializing in high levels of lyricism, art direction and brand management, he brings a wealth of expertise to crafting visual identities that resonate with clients. His passion lies in transforming concepts into compelling designs, elevating brands, inspiring with music and ensuring that each project reflects both.

Tanita Brinkley is an award winning Accountant, and conference host, who has shared the stage with Damon Dash, Rasheeda & Kirk Frost, Yandy Smith, Erica Dixon & more. She is the owner of Tanita Brinkley Enterprises, Luxury Affairs Event Center, and the founder of the Secure The Bag Conference. She is also a host of her own radio show called Tanita Talks Business as well as the VIP Coordinator for Juneteenth At The Beach.

With over five years of professional experience, Rashad Tarpley founded R.A Images in 2023 to capture authentic moments through photography. His dynamic approach has led him to cover events such as New York Fashion Week and collaborate with clients like Vision Driven 757 and Savvi Kids Magazine, where he serves as their media photographer. Notably, Rashad’s work was featured by Wavy TV 10 for his coverage of Pharrell Williams’ surprise pop-up event. At R.A Images, he is committed to delivering high-quality, impactful imagery that resonates with each client’s unique story.

Nikkia Tolbert balances her professional life serving as a passionate educator, nonprofit leader, and Trauma Informed Specialist. She partners that work with nearly two decades of experience as an Empowerment Coach, Speaker, and Trainer. In 2009, Nikkia founded Hearts Full of Grace. Under her leadership the nonprofit has supported families, organizations, and communities through a unique blend of education, leadership, advocacy, and trauma-informed practices. Nikkia’s role this year during the Juneteenth at the Beach Festival is to organize the facilitation of the Saturday panels and support with the V.I.P. Experience.

President of Bigmind Entertainment with a degree in business administration and medical billing and coding, Maria has worked as a Realtor in Hampton Roads, Woodforest National Bank, Hampton Roads Community Health Center, Chesapeake Regional Medical Center and currently CHKD. This journey has given Maria the skills needed to become successful in business and community services. Maria and husband Willie C Brown Jr CEO of Bigmind Entertainment has sung with Dr. Peggy Britt. GMWA, sung at Something in the water, praise and worship with 2 local churches and currently singing with recording artist The Living Testimony Community Singers . Maria relies on the guidance of the Lord and follows where He leads. Maria’s motto is I can do all things through Christ that strengthens me.

Serena Mann is a Virginia-based educator, entrepreneur, and community advocate with over 15 years of experience. She founded several businesses, including Heavenly Hearts Family Learning Place and United Credit Doctors of America, all rooted in empowering others through education and resources. As the founder of I.M.P.A.C.T., she connects communities to holistic support. Serena is known for her passion, clarity in teaching, and deep commitment to service.

Rain Spann is an artist, electrical engineer, and designer based in Virginia. As an interdisciplinary artist, Spann’s practice is rooted in investigating the relationships between technology, industrialism, and the natural world. He employs painting, sewing, drawing, and figurative abstraction to create dreamscapes that evoke introspection and curiosity about how ecological, biological, and synthetic systems coexist within contemporary human civilization. In 2021, Spann graduated with his B.S. in Computer Engineering. Since then he has been featured in several regional and national exhibitions, three solo exhibitions, and one international

group exhibition. His work can be

found in both private and public collections, most notably being the Fresh Prince of Bel-AirBnB.
